Winslow and Theresa Tlougan were some of the very first white settlers to farm in Elba Minnesota. They had eight children; Mary (Steffen), Joseph, Josephine (Stoltz), Anthony Vincent, Sophia (Tischer), Elizabeth (Ebel), Louis and Theresa C. both died from diptheria in 1893
