Thomas was born in 1747 or 1760 (depending on source).
He served as a Lieutenant in the US Navy on the USS Raleigh during the Revolutionary War.
It was captured by the Royal Navy on September 25, 1778 after being grounded and abandoned. It was recommissioned by them as the HBMS Raleigh and remained in service with the British until June 10, 1781.
The USS Raleigh was authorized by Congress on December 13, 1775. It was a 32 gun frigate and had a full length figurehead of Sir Walter Raleigh. The keel was laid on March 21, 1776, launched on May 21, 1776 and put to sea on August 12, 1777.
It was the first US Navy warship built at the shipyard of John Langdon on Badgers Island in Portsmouth.
It is also depicted on the seal of the state of New Hampshire.
