Wiley was born in 1876. He was the son of Silas Marchant. He married Margaret Vail. Their children were Thomas, Luther, Jewell, Henry, Mabel and Mary. He passed away in 1934 and is buried at Staggs Cemetery in Izard County, Arkanas.
