Homer graduated from Doddridge County High School in 1940.

US ARMY AIR CORPS WW II 11-20-1942 to 11-4-1945 1st Lt., B-24 Liberator bomber pilot with the 15th Army Air Force based in southern Italy. Homer enlisted in Nov. 1942, and trained and flew out of Maxwell Field in Alabama and Moody Field in Valdosta Georgia. He was assigned to the 760 Bomb Sq, 460 Bomb Gp. He also flew with USAF-Res 337th Bomb Sq (Res) out of Gunter AFB, Montgomery, Alabama (96th Bomb Gp (Res) 19th Air Division Bomb) Awarded an Air Medal with Oak Leaf Cluster and four Bronze Battle Stars for his European Theater Ribbon.

Homer attended Alabama Polytechnic Institute in Auburn, AL and graduated in 1948. He was invited to join the Tau Beta Pi honorary engineering association.

After his service in WW II, Homer married Annie Mae Rutland. The lived in Hampton Roads, Virginia until his career took him to Florida.

He worked in a Civil Service Capacity for the Air Force at, then, Cape Canaveral, FL. He earned his Masters in Science from Florida State University. Homer was an active member of the First Baptist Church of Melbourne, FL.

Homer and his family lived in Brevard County, FL from the 1950s until his illness made it necessary for him to move into his daughter's home in Maryland.
