Frank Elmer Maxwell was born on 27 May 1862 in Rockport, Sackville, Westmorland, New Brunswick, son of Gideon S Maxwell (1831 - 1884) and Catherine (Wry) Cole (1838 - 1905).

His siblings were:

  1. Experience (Maxwell) Cole (1857 - 1902)
  2. John Nelson Maxwell (1858 - 1921)
  3. Warren James Maxwell (~1865 - 1928)
  4. Elmer Maxwell (1872 - )

Frank married Adelaide Tower (born on 8 May 1861; died on 26 Aug 1920), daughter of Elias Tower and Lucy Ann Cole. Their children were:

  1. Effie Mae Maxwell (1887 - )
  2. Arthur E Maxwell (1888 - 1888)
  3. Ernest Lee Maxwell (1890 - 1932)
  4. Harry Louis Maxwell (1894 - 1976)
