Fred was born around 1884. His mother was Kathleen McFarlane, and his father is unknown. (He lists her husband, E.R. Pugh of Duluth, as his parent on his 1910 application for employment with the Northern Pacific Railway Company.[1]
In July 1911, he applied for a job with the C.P.R. in WInnipeg.[1]
While he was there, he married Mary Violet Mearon.[2]
