Wallace was born on 14 October 1909 in Bullahdelah. He worked as a labourer in Tea Gardens until 1937 when he moved with his brother Alexander to Wollongong. In the late 1940s he moved to Darling Harbour in Sydney where he worked as a labourer and waterside worker. He died on 7 December 1962.
