He was born about 1853 in Johnson County, Arkansas, USA and was the son of Lenora Lemmon (Cozbey, 1813-1864) and Jonathan Newton McKinney (1811-1852).
William "Billy" Robert Mckinney married on 09 Oct 1879 in Logan County, Arkansas, USA to Mary Jane Harvell, [1] (c1861-c1920).
He passed away on 16 Oct 1930 and was buried at Blackjack Cemetery in Blackjack, Sequoyah County, Oklahoma, USA. [2]
