John was a son of Benjamin Franklin Miller and Sarah E. N. Browning. John attended the University of Virginia. He married Susan Watson Taylor on 11 June 1879 in Louisa County, Virginia.[1] He married Evelyn May Tyler in 1900. He had a total of eight known children. John died in 1923.[2] He was a Virginia State Senator from 1920 until his death in 1923.

STATE SENATOR DIES AT GARFIELD HOSPITAL
John J. Miller of Rappahannock County, Va., Had Long Been Ill, Had Reached Age of 73.
John J. Miller, state senator from Rappahannock county, Va., and well known in the Piedmont section of the Old Dominion, died yesterday afternoon at Garfield Hospital after a long illness. He had been treated at Johns Hopkins Hospital, Baltimore, before being brought to this city several weeks ago. The funeral will be held at the family home, in Greenmount, Rappahannock county, Sunday.
Senator Miller was a member of a prominent Virginia family. He was born, reared and spent all of his life in Rappahannock county and was seventy-three years old. He was a merchant, operating a large general store, and had other large farm and other interest in that section. He had been president of the county board of supervisors for many years and for several terms was a member of the state legislature. He was a vestryman of the Episcopal Church of his community.
He is survived by his second wife, who was Miss Evelyn Tyler, a sister of former Gov. J. Hoge Tyler of Virginia. Seven children survive, among them being Maj. Benjamin Franklin Miller, a West Point graduate, and Mr. Henry Taylor Miller of Washington. Senator Miller had many friends in this city.[3]
