Justinian Mills was born 2 April 1728 in St. Mary's County, Maryland; son of Nicholas Mills Jr. and Margaret Raley, [1][2] He married Mary Dant on 26 October 1751, in St. Andrew's Parish (Newtown), St. Mary's County, Maryland.[3]

He died 3 or 20 March 1795 in Leonardtown, St. Mary's County, Maryland.

"To my son Joseph Francis Charles Mills, all the land that I am entitled to in the state of Kentucky by a bond from Joshua Abell, containing one hundred acres of land, and in case he dies without issue then go to my daughter Margaret Mills... also to son Joseph Francis Charles Mills one other tract of land known as Strife's Addition. If he should dispose of the land, he shall give his two brothers, Joseph Mills and Nicholas Mills first refusal. If Joseph Francis Charles Mills dies without issue, the land known as Strife's Addition to be divided equally between my two sons Joseph Mills and Peter Mills. To my son Peter Mills, two tracts of land which my father Nicholas Mills purchased being part of Kirby's Choice and part of Wheatley's Chance. Land to be divided between my son Joseph Mills and daughter Winifred Heard on death of Peter Mills. To my daughter Winifred Heard land I purchased from Arnold Greenwell. To my son Nicholas Mills, all the remainder of my real estate, reserving one half for my loving wife Mary Mills during her natural life. If Nicholas Mills dies without issue, land to go to son Peter Mills, after previously mentioned land be divided equally between my son Joseph Mills and daughter Winifred Heard. To my daughters Elizabeth Elder and Margaret Mills, one shilling each, having given them their full part of my estate heretofore. To my daughter Ann Mills, one cotton rug with the first letters of her name on it. To my daughter Winifred Heard, one cotton rug. To my daughter Mary Mills, twenty five pounds current money. To my son Joseph Mills, a corner of land beginning at a post...it being a corner post of the land Joseph Mills now lives on, adjoining land of Francis Mills. To my five children, Winifred Heard, Joseph Mills, Joseph Francis Charles Mills, Peter Mills, and Nicholas Mills, all the remainder to be equally divided. Whereas my son Peter Mills has to appearance in a great measure become insane,... that my loving wife Mary Mills hold during her life all the property bequeathed unto him on condition that she keeps and supports him. If Peter Mills should outlive her, then my son Joseph Mills...should provide for him in such a manner as he may think having regard that he shall not suffer. My wife Mary Mills to be appointed Executor of this my last will and testament. Dated January 25, 1795.
