Birth and Parents: Howard Council Mills was born on 24 February 1929 in Samson, Geneva County, Alabama, United States. His parents were Theodore Roosevelt Mills (1899 - 1974) and Lucile (Smith) Mills (1905 - 1998).[1][2][3][4][5]

Death and Burial: Howard Council Mills passed away on 15 January 1991 in Dixie County, Florida. He was 61 years old. He was buried in Florida National Cemetery, Bushnell, Sumter County, Florida.[4][5][11]
