Birth and Parents: Howard Council Mills was born on 24 February 1929 in Samson, Geneva County, Alabama, United States. His parents were Theodore Roosevelt Mills (1899 - 1974) and Lucile (Smith) Mills (1905 - 1998).^{[1][2][3][4][5]}

Marriage and Family: Howard was married and divorced, but it is possible his spouse is still living. He was the father of at least one daughter, Theresa Kay Mills, who died in 2019.^[8] Other spouses and children are possible.

Military Service: Howard C. Mills was a United States Air Force Veteran of Korea and Vietnam. He enlisted on 14 September 1961. He was discharged on 30 September 1967. Highest rank achieved was Staff Sergeant.^[9][10][11]

Death and Burial: Howard Council Mills passed away on 15 January 1991 in Dixie County, Florida. He was 61 years old. He was buried in Florida National Cemetery, Bushnell, Sumter County, Florida.^[4][5][11]
