Biography

James was born on October 7, 1904 i Whitwell, Marion County, Tennessee to parents Oscar Monroe and Lulu (Grayson) Monroe. He moved from Tennessee to California settling in the Los Angeles County area. James married Naomi Frakes on April 6, 1936 in Maricopa, Pinal County, Arizona. They had 2 children together;

  1. Thomas J, Monroe
  2. Joanne L. Monroe

James died on December 17, 1963 in Los Angeles County, California.
