Stowell was born on February 1,1921 in Philadelphia, Pennsylvania, United States. He was the son of Stowell Moore and Sarah Leach. His parents had emigrated from England in 1906. Sometime before 1930, his family had relocated from Philadelphia, to Abington, Montgomery County, Pennsylvania. Stowell enlisted in the US Army in September of 1942, and served until his release in October of 1945. He married Edna Haas in Philadelphia at Saint Mark Episcopal Church on January 9, 1946. Stowell passed away on March 30, 1978, and was Buried as a Veteran, at Hillside Cemetery, Roslyn, Abington, Montgomery County Pennsylvania.
