I could find no registration of the birth in NSW of Cecil C Moore between 1900 and 1918.
The birth of Cecil Moore, son of Edward and Sarah E, was registered in 1902 in Singleton.
The birth of Charles C Moore to John and Harriet was registered in Minmi (close to West Wallsend) in 1910.
Cecil C Moore may not have been born in NSW.
There is no record of Cecil Charles (or Charles Cecil) Moore having done military service during WWII on the Department of Veteran Affairs Nominal Rolls.
Ryerson Index lists the death of 'Charles Cecil' [sic] Moore 1 June 1998, (no age given), published by Newcastle Herald ( June 1998). The same paper had published the death notice for Thelma Laurel Moore, 24 October 1996, aged 82. Of course, this is not conclusive proof but points to a place to look if one has access to a library in Newcastle NSW that holds archives of this publication.
Neither Cecil (Charles) or Thelma are listed on Australian Cemeteries Index, FindaGrave or Billion Graves.
