Raymond Ducharme Morand served as Acting Minister of Soldiers' Civil Re-establishment from July 13, 1926 to August 23, 1926, which also made him Acting Minister presiding over the Department of Health.

Born in 1887, he was the son of Moise Morand and Virginia Ducharme. He married Blanche Moore in 1913. They had three children.

He passed away on February 2, 1952.
