Clifton was born in Newland (a village in the Forest of Dean), Gloucestershire, England, in 1888. ^[1] His birth was registered in the first quarter, 1889, in Monmouth. He was the son of Thomas Morse and Mary Kear. He was enumerated in the 1891 ^[2] and 1901 census ^[3] residing with his family.

No record of a marriage found. Clifton passed away on February 21, 1948.^[4] in Forest of Dean, Gloucestershire. His Probate was administered on September 27, 1948, naming Arnold Harry Morse (brother)^[5]
