Peter Neal was born in Appalachia, in Virginia.

Peter K. Neal was the son of Calvin Neal (1778-1830) and Nancy Johnson (1780-1830).

He married Margaret Brooks (1805-1888) on 10 September 1827 in Tazewell, Tazewell Co, Virginia. They had ten children: Abigail; Jeanette W. (1828-1849); George W. (1830-1849); Alexander Calvin (1835-1880); John B. (1836-1916); Sarah A. (1841-1909); Henry Harrison (1845-1931); William P. (1848-1908); Charles (1850-1886); and Elizabeth.
