Elijah Allen Neal was born in DeKalb County, Tennessee on the 16th of Feb, 1843 to William Overton "Billy" Neal[1] and Sarah Jane Martin [1].
He married Lusindia Chapman on the 18th of Sep 1870 in DeKalb county, Tennessee[2]
It is not believed they had any children.
He later married Lucy Ann Ayers

He would be a farmer[1]
He died of chronic nephritis on the 28th of May, 1922 in Warren county, Tennessee[1] and he would be buried in the Dismal Cemetery in DeKalb County, Tennessee[7]
