Arthur was born in Siena, Italy. His English parents emigrated to Prince Edward Island when he was young. He worked for the provincial government, reaching the position of Assistant Provincial Secretary Treasurer. Arthur was involved in the development of Queen's Square in Charlottetown.
On 4 September 1889 he married Ella, daughter of James and Susan Malcolm of Boston. They had three daughters, Adele (Mrs. P. D. Williams), Marion (Mrs. George DeBlois) and Florence (Mrs. Fred I. Andrews). They resided at 11 Haviland Street in Charlottetown.
