Phoenix was born on May 22, 1842 in the Brimstone area of Morgan County, Tennessee. On December 17, 1849 the area became Scott County, Tennessee. Phoenix was the son of Richard Newport and Anna Goad. He married Polly Ann Smithers on January 3, 1869 in Scott County, after her death in 1875. Phoenix married Mary Phillips on October 12, 1876 in Scott County. Phoenix was a Farmer and Veteran of the Civil War, joining the Union Army at 17 years of age, he enlisted on November 8, 1862 at Clinton, Anderson County, Tennessee. He was a Private in Company F, 7th Regiment of the Tennessee Volunteer Mounted Infantry. He passed away in Scott County on May 7, 1899.
