Isaac was born about 1800. It seems that he was born in Cumberland County in Virginia, and it is not known why he came to Nelson County. It is difficult to find information for him because his was a common name at the time. There is an Isaac Newton listed in the 1830 census for Cumberland County, and this could be him, in which case he and his wife and children moved to Nelson County before 1840 when they are listed in that census as living in Nelson County.
