Edwin M. Niess, Lawyer With IRS for 37 Years
Edwin Mark Niess, 72, a lawyer and agent with the Internal Revenue Service for 37 years, died yesterday at his home following a long illness. He lived at 5200 Falmouth Rd., Westmoreland Hills, Md.
Niess, a student at George Washington University at the outbreak of World War I, enlisted in the Army, and attended Officers Training School, but the war ended before he graduated. He later entered National University Law School, and received his LL.B. and M.P.L. He was a member of the Supreme Court Bar.
Niess was a life member of Sigma Nu Phi legal fraternity, a member of the Barristers Lodge, the Sons of the American Revolution, the American Legion and the Royal Arcanum International Fraternity.
He had been an active member of the Mount Vernon Place Methodist Church.
He leaves his wife, Lucy, of the home, and a sister, Mrs. N.N. (sic) Sherman of California.
Services will be held at Gawler's Funeral Home, Wisconsin Ave. and Harrison St. at 11:30 a.m. tomorrow. Burial will be at Warrenton, Va.

Niess-Kelly Wedding
A pretty autumn wedding took place yesterday at 3 o’clock in the Mount Vernon Methodist Church when Miss Lucy Margarite Kelly, daughter of Mrs. Florence Soweres Kelly, became the bride of Mr. Edwin Mark Niess, son of Mr. and Mrs. Edwin A. Niess, of this city.
The church was attractively decorated with autumn leaves, palms and cut flowers. The Rev. Clovis G. Chappell performed the ceremony, using the double-ring service. Mr. Dean Shure played the wedding music.
The bride wore a traveling gown of navy blue tricotine, with hat to match, and a corsage of white roses and sweet peas. Miss Marie Kelly, a sister of the bride, from Warrenton, Va., was her only attendant, and Mr. Louis Gravelle, of this city, was best man. Mr. Wyse Kelly, a brother of the bride and Mr. William F. Sherman, a brother-in-law of the bridegroom, were ushers. Mr. Niess and his bride left immediately after the ceremony for a Northern trip, including New York, Philadelphia and Atlantic City, and will be at home after November 15 at 120 W street. Mr. Eustace Kelly, of Warrenton, Va., and Dr. James W. Kelly, brothers of the bride, were among those who attended the wedding.

Master Edwin Niess, of 61 Rhode Island avenue, recently celebrated his thirteenth birthday. The evening was passed in playing games, after which refreshments were served. The parlor and dining-room were daintily decorated with potted plants and cut flowers. Miss Pattie Williamson, from North Carolina, assisted in the entertainment by reciting several amusing selections. Among those present were Miss Marie Ashford, Miss Mary Willoughby, Miss Ruth Sears, Miss Lois Meck, Miss Thelma Payne, Miss Emma Mellin, Miss Regina Murphy, Miss Nellie V.Niess, Masters Benjamin Harlan, Monroe Tutthill, Lawrence Jones, Herman Blan, Edward Mullin, Blyne Weldon, Ralph Wolph Wolfe, Mrs. L.J. Mrs. Edwin A. Niess, of Rhode Island avenue northwest, with her son, left Thursday for an extended trip through Maryland and Pennsylvania, including a visit to Pen Mar and Harrisburg. At Shippensburg, Pa., Mrs. Niess will be joined by her daughter, Nellie, who has been visiting Mrs. Niess' sister. Saturday Mr. Niess will leave for Ottawa, Canada. On his return he will join his family in Pennsylvania for a two weeks' visit.

ENTERTAIN AT DINNER
Mr. and Mrs. Edwin M.Niess entertained at dinner on New Year's Day at their home in Quincy place. The guests were Miss Harriet Montgomery of Baltimore, Mr and Mrs. J. Dwight Sill and Miss Marie Kelly of Virginia; Miss Marian Fox of Vermont; Miss Katherine Knieran of Ohio; Mrs. Rosa Hamilton, Mrs. William F. Sherman, William Francis Sherman, jr., Raymond Sherman, Vincent Sherman, Miss Imogene Kelly, Miss Betty Kelly, Miss Rita Burke, James Kline and Mr. and Mrs. Edwin A. Niess. The color scheme in the dining room was red. The centerpiece on the table was a red lacquered basket filled with holly, small red flowers and green and white foliage. Two tall candles were placed on either side of the basket.

Public hearing March 13
on Warrenton annexation
The board of supervisors and town council March 13 will conduct a joint public hearing on incorporating more than 500 acres into Warrenton.
The council proposed that five tracts -- known as Springer/Sandridge, Kelly-Niess, Benner, Wal-Mart and Butler/Nash -- become part of Warrenton.
The 431-acre "Benner tract" (which has multiple owners) at Warrenton's eastern edge represents the largest area considered for annexation.
The council and the supervisors must adopt the boundary adjustment agreement for it to become effective.
Supervisors Chairman Larry Weeks (Scott District) said he believed general agreement exists between the town and county over which properties would be absorbed into Warrenton.
"I know that Wal-Mart is the only part of the Arrington property the town now wants," Mr. Weeks said. "I want to hear from the public, however. There will be tax consequences for homes that become part of Warrenton. I intend to be very cautious about what land we turn over to the town."
The public hearing will begin at 7:30 p.m. Monday, March 13, in the Fauquier High School cafeteria.
