July 18, 2006. 3 William E. ³Bill² Norris was born on April 25, 1918, in Evanston, Illinois. In 1925, the family moved to Los Angeles and resided there until 1932, when they relocated to Yucaipa, California. Bill graduated from Redlands High School in 1935. He studied engineering at Los Angeles Junior College for two years, then worked for a period at Douglas Aircraft Co. in Santa Monica after which he enrolled at the University of California at Berkeley. He graduated with a bachelor¹s degree in electrical engineering. 3 Bill commenced graduate studies in the fall of 1941, but Pearl Harbor came along and in February 1942, he was in the U.S. Army Signal Corps. He was part of a pioneering group of officers that was sent to England to work with the British on radar, which was in its early stages at the time. After returning to the U.S. in 1943, he served as a radar advisor, then in 1944 he was assigned to a signal company and deployed to the Philippine Islands. Bill¹s company was preparing for the invasion of Japan when the war ended in 1945. After the war he remained in the Army Reserve and retired with rank of major after 22 years of service. 3 Following WWII, Bill taught electronics at a community college and then went to work for a radio station as an announcer and engineer in Sacramento, California. In 1948 he returned to UC Berkeley as a lecturer at the same time continuing his graduate studies. He received his master¹s degree in 1950. 3 In 1951 he became a professor at the U.S. Naval Postgraduate School in Monterey, California, and remained on the faculty until 1965, teaching courses in various phases of electronics and communications. Bill became interested in very-low-frequency (VLF) radio, which is used by the Navy for communication with its submarines, and in 1965 he was sent to Australia as the on-site engineer for the Navy during the construction of a VLF transmitting station in the northwest corner of the country. 3 Returning to the U.S. in 1967, Bill and his family moved to the Washington, D.C. area, where he became a VLF project engineer for the Navy. In 1970 the family moved to Subic Bay in the Philippines, where he was technical director of a Naval Electronics Facility responsible for radar and communications equipment in the Far East, including Vietnam. 3 Returning to Washington, D.C., in 1973, Bill resumed his work as VLF project engineer for the Navy. He retired from government service in late 1977. 3 After retirement, the family relocated to Escondido and Bill went to work for an electronics engineering firm. In 1981, he retired again and worked as a consultant. Bill¹s first love was always teaching and during the mid-1980s he taught electronics part-time at Palomar College. He retired completely in 1987. Bill was widowed in 1987. Bill became interested in the Elks Club and was initiated into the Elks Club, chapter 1687 in 1988. In 1990, he met his wife, Luellen at a club for widows and widowers and they were married in June 1991. 3 He and his wife, Luellen, found a way to help the lodge by using their large record collection to make up background music and dance programs for occasions where it was not feasible to hire live music, such as special breakfasts, Italian Nights, etc. His electronics background also came in handy for taking care of the lodge¹s PA system and other electronic equipment. In early 1994 the lodge found itself without an editor for the ELKHERD. Bill took over the job for several years. He had also coordinated the lodge¹s participation in the Salvation Army Christmas Kettle drives. A great story and joke teller, Bill performed many stand-up comedy routines for the Elks bus trips to the delight of all. 3 Bill is survived by his wife, Luellen; son Will; daughter Lory; and three grandchildren, Carter, Cole and Campbell. 3 Bill will be inurned in the Riverside National Cemetery in Riverside, California. 3 Bill was a wonderful husband and father and was much loved by his family and friends. He will be greatly missed and remembered fondly. 3 3
