Note: 11 Jul 2017 When 1822 (NSW BDM) is used "Error Report" via "Find-A-Grave" results therefore as these two profiles are managed by me; Twins Francis Stephen (Norris-3438) and Ann Frazer (Norris-786) Birth Date will be 14 Sep 1821 in both profiles & 14 Sep 1821/22 in Biography data.
Please Note: 8 June 2017:-I am waiting for a response from a family descendent who has recorded the Birth year of twins, Ann & Francis Stephen, as 1821 on their Blog in Family Tree Circles, Family Tree Circles which shows them clearly as twins. The New South Wales, Australia Registry of BDM: Birth Record (Reg No's 196/1822 & 198/1822) is definitely 14 Sep 1822 on the 2 Records for Francis Stephen. There is no Birth Record for Ann but two for Stephen.
