Rachael was born on 19 Apr 1778 in Guilford, Ulster, New York. She was the daughter of Cyrus Norton and Jerusha (Johnson) Norton.

She married Benjamin Skinner.

She died on 25 Aug 1858 in Sidney, Delaware, New York. She was buried in Pioneer Cemetery.^[1]
