Biography

William was born in 1818. He was an attorney and a newspaper editor in Richmond. He served in the House of Delegates 1852-53 and in the Virginia Senate 1854-59. He also served in the Confederate government.

About 1886 Grover Cleveland appointed him a consul in Canada. He died in 1890 while serving.
