Francis was born in 1876. He is the son of Thomas Old and Charlotte Mitchell.[1]
In 1904 he married Marion Richardson in Victoria[2] Marion passed away in 1965
He was a member of the Legislative Assembly (MLA) for Swan Hill from 1919 to 1946 and a former state Cabinet Minister.
Francis passed away in 1950 aged 74 years[3]

Old at Swan Hill) Mr. Francis Edward Old, member of the Legislative Assembly for Swan Hill from 1919 to 1946 and a former Cabinet Minister, died yesterday at Swan Hill. Born at Dingee in 1875, Mr. Old went to Swan Hill in 1891, but later took up land in the Riverina and became an executive member of the Farmers and Settlers' Association of N.S.W. Returning to Victoria in 1919, he was elected to the Legislative Assembly that year on the resignation of Mr. P. G. Stewart. In 1922 Mr. Old became Deputy Leader of the Country Party in the House. He was Minister for Railways and Agriculture in 1923-24 and Minister for Water Supply and Electrical Undertakings during the late Sir Albert Dunstan's record term as Premier — between 1935 and 1946. Acting Premier From June 1936 to December 1937, a period that included Sir Albert Dunstan's visit to England to attend the coronation of King George VI, Mr. Old was Acting Premier. During the war he was chairman of the State Fuel, Power and Light Committee, formed under the State Emergency Council. At a State funeral this morning at Swan Hill, the Government will be represented by Mr. Hipworth, Assistant Minister. On behalf of the Ministry the Premier (Mr. Hollway) yesterday sent a telegram of condolence to Mr. Old's relatives. Mr. Hollway, in a tribute to Mr. Old's services, said he had been a consistent advocate of country welfare. As Minister for Water Supply he showed a keen interest in the improvement of the State's rivers and streams and in water conservation projects.[6]
