Mary Frances Osborne was born in 1863 at Ballarat. She did not marry and was a teacher of music in Toorak in 1912-1930. She died on 6 February 1930 at ‘Penrose’ 188 Orrong Road, Toorak, and by will dated 22 March 1912 left her estate to her mother and sisters. [photo] [Victorian Probate P: 238/479] [The Age, 13 March 1930] The pupils of the late Miss Frances Osborne met on 17 February 1930 to establish a memorial to her. As Miss Osborne had always been so interested in the work of the Associated Board of the Royal Academy and Royal College of London, it was felt that the most fitting memorial would be a prize to be awarded annually at the Victorian examinations of the board, and to be called the Frances Osborne Memorial Prize.
