Louis Ouellet was born and baptized on 1 Jan 1850 in Notre-Dame-de-Liesse parish in Rivière-Ouelle, Canada-East. He was the son of Jean Marie Ouellet, farmer, and Virginie Levêque of this parish. Sponsors at Louis' baptism were Bruno Grondin and Angélique Ouellet; Angélique Ouellet signed the register.

At age 28 Louis married Georgiana Lemieux on 24 Sep 1878 in Saint-Onésime-d'Ixworth parish in Kamouraska, Québec Canada

In the 1891 Canada census, Louis Oulette (41), a farmer, was living in Bonfield, Nipissing, Ontario, Canada with wife Georgiana (30), and children Joseph, Pierre, Laura, Ernest, and Edward.
