William was born in 1844. Parents (according to marriage certificate) are John Owen Owen and Emma Ann Peters. Father's occupation Joiner.
Daughter Maud's 1882 birth certificate states that father William Owen was born in Liverpool, England, giving his age as 37 years and occupation Bushman.
In Maud's death certificate her father's name is given as John Owen. In wife Norah's newspaper obituary his name is given as William Owen Owen.

William's middle name and surname are intentionally the same: "William Owen Owen" ie not an error.
Note that his son has the same name and died in 1952 at Caulfield, Victoria. Wife Norah died in 1938 and her obituary refers to her as "relict" and her husband as "late" ie he must have died before her.
