Oscar was the son of Mathias Owens and Nevada "Neva" Chaplin Lindsey, who married 1888 in Currituck County, North Carolina. Oscar Lindsey Owens completed a draft registration card on 12 Sep 1918 in Elizabeth City, Pasquotank, North Carolina. He married Margaret Irene Dawson in 1919. They had one son, Oscar, Jr.
