Francis was born at Ash Point, Maine in 1824, the son of Isaac Packard and Lucy Cooper. [1]His father died when he was about 2 years old. His mother then married Josiah Stimpson. In 1850 Francis lived with his mother and stepfather on North Haven. He was a fisherman.[2]
In 1851 Francis married Mary Ann Cooper on North Haven.[3]By 1860 they were living on Deer Isle. Francis was a fisherman. By 1900, his occupation was farming.[4][5][6][7]
Francis died on Deer Isle in 1909.[8]He is buried in Hillside Cemetery on North Haven.[9]
