Frances was born in Norfolk, New York, to Leland A. Packard and Myra Russell. She married Harold Emlaw on Aug. 24, 1946. When she passed away, she was buried in Bixby Cemetery, Norfolk, St. Lawrence County, New York.

Her obituary stated she worked as a business secretary, and listed her husband, father, children, and siblings. The obituary states she died on 29 Dec 2005, but the obituary wasn't posted in the Watertown Daily Times until 14 Oct 2006. Her grave marker states she died in 12 Oct 2006:[1]
