William was born about 1887 in Wales, United Kingdom, the son of W.C. Pain. He attended Wellington College, Crowthorne, Berkshire, England between 1902 and 1906. He entered the Royal Military Academy at Sandhurst, Berkshire, England in 1906. William then joined the Royal Engineers in 1908. He fought in the First World War. William then moved to the Royal Corps of Signals in 1922. He married Ivy H B Forrest in 1923. William was Assistant to Signals Officer-in-Chief at Air Head Quarters, India in 1928. He retired from the Army but was re-employed at the War Office in 1939.
