Biography

Charles Mark Palmer was born about 1789 and was baptised on 19 July 1789 at All Saints, Maidstone, Kent[1]. He was the son of John Palmer and his wife Ann.

He married Caroline Linton on 15 December 1823 at St Mary le Strand, Westminster (by Licence dated 11 December 1823)[2]. He was of the Precinct of Savoy, Middlesex. T. R. Palmer and H. A. Palmer were the witnesses.

New Times (London) 19 December 1823, page 4:
MARRIAGES.- At St. Mary-le-Strand, Mr. C. M. Palmer, of the Strand, wine-merchant, to Caroline, eldest daughter of John Linton, Esq., of Dalston.[3]

They had at least three children:

  1. John Linton Palmer (b. 23 Nov 1824, bapt. 13 Apr 1825, d. 5 Mar 1903)
  2. Caroline Palmer (b. 27 Oct 1826, d. 25 Jul 1860 unm)
  3. Charles Mark Palmer (b. 13 Sep 1829, bapt. 20 Jan 1833, d. 29 Apr 1916 NSW, Australia)

Charles was a Wine Merchant. On page 2 of the Brighton Gazette dated 18 September 1828 was printed the following advertisement:

GENUINE FOREIGN WINE.
C. M. PALMER,
(Successor to the late Mr. F, Tunstell,)
Wine Merchant, 24, Middle-street, King’s Road,
RESPECTFULLY solicits the attention of Gentlemen and families to his Stock of superior WINES, and begs to assure them, that orders for any quantity shall be executed with Wines of the choicest quality, and at prices to ensure future patronage.[4]

He was also Secretary of the Brighton Race Committee in Sussex.

The following was printed on page 4 of the Weekly Times (London) dated 7 August 1831:

PALMER V. COHEN.
This was an action brought by Mr. Charles Mark Palmer, a wine-merchant residing at Brighton, against Mr. Levy Emanuel Cohen, the publisher and editor of a newspaper called the Brighton Guardian, to recover compensation in damages for an alleged libel that appeared in that Journal, reflecting injuriously on the character of Mr. Palmer.
Mr. Long stated the nature and cause of the action, as set forth in the declaration; and Mr. Serjeant Andrews, in a long speech, opened the plaintiff's case, and uttered the usual tirade against the press.
The libel was then read by the Clerk of the Court, as it appeared in the paper, under the head of "Local News." It gave a long history of transactions in which the defendant had been on a former occasion concerned with a Mr. Fleet, the Editor of another Brighton Paper, which ended in an action for assault having been brought by the defendant against Fleet, and the libel attributed to the plaintiff that he took a part in some of these squabbles with Fleet, against the defendant; and the libel, in treating of this matter, spoke of the conduct of the plaintiff as base and false; that he was a corrupt fool, a suborner of falsehood, as well as guilty of it himself, utterly ignorant of the duties of the office he had undertaken to perform as Secretary of the Brighton Race Committee; and that, should the defendant meet him in the street, he would pass him by with the contempt and disdain that he would feel towards the meanest reptile that crawls along.
The Jury consulted together for a few minutes in their box, and returned a verdict for the plaintiff, 250l. damages.[5]

Charles was resident at Middle Street when he passed away soon after this was published. He was buried on 19 August 1831 at Brighthelmston, Sussex[6].
