Hugh Parker was born in Taunton, Somerset, England in about 1606/7,[1] the son of Hugh and Mary Parker. He became an alderman in the City of London, before being appointed as the Sheriff of London. On 1 July 1681, he was created the first Baronet Parker (later of Melford Hall, Suffolk).

Hugh Parker had no children. His younger brother Henry had died in 1670, so after Sir Hugh's death in 1696, the baronetcy descended by special remainder to his nephew Henry PARKER of Honington Hall, Warwickshire.
