Ned Parker's name is found in the estate inventory court document produced subsequent to the March or April 1833 death of Mechum Fearn, the owner of the plantation on which Ned was held as a slave at that time. [1] Ned was one of 25 adult slaves named in this document, but was the only one for which a last name was provided. It should be noted that often, in records, a slave was given, as a last name, the name of the slave holder. Therefore, it is possible that "Parker" was the last name of his prior slave holder.
Mechum Fearn's will directs that Ned was to be given to Fearn's nephew, John B Young, as part of the chattel estate on Fern's plantation, located near Smithfield, Isle of Wight County, Virginia.
The name Ned Parker appears a number of times during and after the Civil War. Many records appear in such sources as:

Virginia, U.S., Select Marriages, 1785-1940
Virginia, U.S., Death Records, 1912-2014
and in other states such as North Carolina and Georgia. I have found nothing prior to 1860.
The name Parker does appear as a slaveholder in Isle of Wight County in the latter 1700's.
