Biography

Mayor of Fulton 1966-1979.

Percy Patrick, 79, of 14 Frawley Drive,Fulton,died Saturday at A.L. Lee Memorial Hospital. A life resident of Fulton, he was a graduate of Fulton High School. He and his brother Kenneth owned Patrick Bros. Construction.

He served seven terms as mayor of Fulton. As mayor, he was responsible for the purchase of Great Bear and North Bay with state and federal money, and the construction of City Hall, Community Center, Pyramid Mall shopping center and Towpath Towers. He served as chairman of the board of directors of Towpath Towers and president of Fulton Toastmasters. He was a state Democratic committeeman and a delegate to the 1976 National Democratic Convention. He served as Fulton Democratic chairman and was the first recipient of the Oswego County Democratic Committee's John F. Kennedy Award. He was appointed commissioner of state parks, recreation and historical preservation. He was a life member of the Fulton American Legion and Fulton Elks Club, and a former member of the Fulton Moose Lodge, the Fulton Polish Home and the Oswego County Home Builders Association. His wife of 58 years, the former Josephine Cleary; a daughter, Michele Coll of Colorado Springs, Colo.; two sons, Michael of Maryland and Ronald of Fulton; two sisters, Pearl Billings of California and Patricia Oliver of North Carolina; two brothers, Kenneth and Donald, both of Fulton; nine grandchildren. Services: 9 a.m. Thursday at Sugar Funeral Home and 10 a.m. in Holy Family Church, Fulton. Burial, St. Mary's Cemetery, Fulton.
