Simon's birth date and location are unknown (see research notes) but he is generally assumed to have been born in Yarcombe, Devon, England before parish baptism records began there in 1549.
Simon married Rawlen Dabyney/Dabinot on 28 October 1547 in Yarcombe, Devon, England.[1][2] The couple are assumed to have had 7 children, all were baptised in Yarcombe but the baptism records do not record either parent's name:
Simon died when he was about 39. Simon and his wife Rawlen were both buried at St. Margaret's Church, Westminster, Middlesex within days of each other. Simon was buried on 2 February 1563 and Rawlen two days later on 4 February 1563.[3][4]

The first marriages were recorded in Yarcombe parish registers in 1539.
Burials were recorded from 1 June 1539.
Baptisms were recorded starting on 1 June 1545 so, if Simon was baptised in Yarcombe, it would not be recorded.
Baptism records between 1545 and 1604 did not list either parents name so the parish records cannot say if Simon and Rawlen were the parents of the children we have assigned to them. This is based on older research and no sources are known, but the dates seem consistent with the known facts. There were two other Pavey men married in Yarcombe at around the same time as Simon so the baptism records give no clue as to whether Simon is more likely to be the father than these other two (Thomas and John) who could be brothers of Simon.

No burial record has been found in Yarcombe for Simon or his wife Rawlen. However there is a burial recorded for both a Simon Pavy (or Symon Pavie) and a Rawlin Pavy (or Rawlyn Pavie) at St. Margaret, Westminster in 1563. That date would be consistent with the births of their children. If their last child, Margery, was born when Rawlen was 34 one would have expected the couple to have more children.

From that document we have a burial date for Symon Pavie of 2 Feb 1563 and for Rawlyn Pavie of 4 Feb 1563. Note that these appear to be New Style calendar dates.
There are no known records (of any type) for any other Simon Pavey or Rawlen Dabyney within the 1484-1564 time period. So it seems very likely that these are the correct burial records.
An Edward Pavie was baptised in St. Margarets Church on the same day that Simon was buried there. This is also in the same book here. His parent's names are not listed. A John Pavy was baptised there four years earlier on 9 Mar 1559. So Simon may have had relatives there. It is possible that Simon and Rawlen had traveled to Westminster for the baptism and died of an illness while there. Alternatively, Simon and Rawlen could have moved to Westminster and these baptisms (John and Edward) could be their children.
An Elisabeth Pavy was baptised at "Saint Stephan Coleman Street,London,London,England" on 19 April 1557 to a John Pavy.
There was a household of Daubenys recorded in "Boyd's Inhabitants Of London & Family Units 1200-1946" in 1559 who could have been related to Rawlen.
In the FamilySearch tree his father is listed as Henry Pavey b. 1501 in Southampton. No sources are given for this.
Some researchers have linked the Paveys of Yarcombe back to the will of William Pavy, a merchant of Bristol. The will is in the book "Notes Or Abstracts of the Wills Contained in the Volume Entitled the Great Orphan Book and Book of Wills, in the Council House at Bristol" available here on Google books. The will is on page 132. However this will is from 1461. It mentions several children but there would be a couple of generations in between them and the first Paveys recorded in Yarcombe parish registers.
