Barcley was Ho-Chunk.

Barcley was born in 1874. He is the son of Alex Payer and Sarah Rasdall.

In the earlier censuses, he is referred to as "Bartley," a name which he may have changed himself later in life.

When he met his wife, Lizzie Hawk, she had already been married twice, once to White Water, and then to Big Fire. Step children from both families lived under Barcley's roof when Lizzie moved in. For a period, the very independent Lizzie and her youngest child lived apart from Barcley, albeit next door, but they eventually reunited.

Barclay had children with at least one other woman. He had the following three orphans living with him in 1929 (per the census):

Adelaine Decorah, b. 1912
Dorothy Decorah, b. 1915
Sam Thunderchief, b. 1912

These were the children of Grace W. (Makaga), who was married to Frank Sam Decorah. The 1927 census gave Grace W.'s identity as Minnie Payer. At that time she was married to Luke Green. However, this cannot be the Minnie Payer who is the daughter of Barcley, since Grace was born in 1880.
