William Payne was born in Canterbury, Connecticut on June 28, 1804. He was the son of Amos and Susannah (Morse) Payne (aka Paine).
William married Lucy, whose last name is thought to be "Knapp" in Susquehanna County, Pennsylvania. Lucy mother's name is reported as Peggy Rynearson in some family trees in other platforms and her birth year presented as 1810. William and Lucy settled on a farm in Lenox, Susquehanna.
William and Lucy had at least these the following seven (7) children including Francis William, Margaret, George, James W., Joseph, Martin L., and Amanda L.. The first 6 children are enumerated in the 1850 Fed. Census for Lenox, Susquehanna, Pennsylvania; and Amanda in the 1860 & 1870 Federal Censuses for Lenox.

In 1870, per the Fed. Census that year for Lenox, William and Lucy's household included themselves (age 66 and 59, respectively) as well as daughter Amanda L. and two farmhands, one of whom is who their daughter Amanda will marry.
William passed away in Lenox after 1870.
