"2nd Virginia Cavalry", Robert J. Driver, 1995, page 258, shows Thomas Scott Payne enlisted in the 2nd Cavalry June 8, 1861, was in the cavalry at least through 1863, and transferred to the CS-Navy in April of 1864.

The link for the Cavalry record is: Virginia Civil War Service Records of Confederate Soldiers, 1861-1865, THOMAS S. PAYNE, 1861, age 19, Second Cavalry. For the CSN,

During the 1900 US Census of Falls, Fayette County, West Virginia, Robert Stoater, born Dec 1843, and listed as Thomas Scott Payne's uncle was also living in the house with the Payne family. The 1910 US Census of Kanawha, Fayette County, West Virginia lists Thomas Scott Payne as a contractor. The family was then living in a rented home on Third Avenue in the Kanawha district of the Montgomery precinct. All of the census records in which I found them showed that they were living in rented homes.
