William "Billy" Uriah Payne Born in 1785 Bedford County, Virginia. He is the son of John Benton Payne Sr & Sarah Ellis Payne. It's believed that John Payne Jr & Billy Uriah were twins. John Jr died in 1815, looking through census records it looks like Billy may have raised John's children, or at least the following: Sarah Payne 1809-1866 Edward Payne 1812-1896 James H Payne 1816-1896 Nancy Payne 1814-1889
Billy married Dinah "Dicey" Wilson Payne circa 1785-1837. Billy & Dinah were married on April 28th 1805 in Bedford County, Virginia. Their marriage record is located in Quaker records of Bedford Virginia. On paper it looks as if Dinah was born in Henry County, Virginia. But she was born in or around the area of Ayrshire, Scotland. Her Wilson family migrated to and settled in Lawrence County, Ohio with the Payne's.
Billy lived with his father John in Bedford County, Virginia. They also briefly traveled to Jackson County, Tennessee and Greenbrier County, Virginia before coming to Ohio.
In 1810 Billy is documented as being one of the first settlers in Mason Township of Lawrence County, Ohio.
In 1818 Billy was granted land on Mason Township of Lawrence County. John (his father) was granted land nearby in 1816.
The town they lived in was named Wilgus, it was a decent sized city at that point in time, but it didn't grow much. It was also near Quaker Bottom, many Quakers came to this area in what is now known as "Proctorville" from New Garden Pennsylvania and Bush Creek South Carolina.
The townships that the Payne's specifically lived in was Mason, Elizabeth, Windsor, and what was previously Gallia.
The family owned land where Fairview Baptist Church is now, they built that church and it is their Payne cemetery out back. It is said that John & Sarah Payne are buried out back near the lot, however the markers have been destroyed over time.
Billy's two son's Capt. William Uriah Payne (son) & William Uhlan Payne were in a militia that Uriah had hand picked by himself. Uriah rallied up his soldiers and they rode their horses to Gallipolis and stormed onto the town of Guyandotte and starting the Battle of Guyandotte. Capt Uriah and his brother William Uhlan were captured and sent to Libby Prison in Richmond, Virginia. Then transferred to Salisbury Prison in North Carolina. They eventually were released in exchange for wanted prisoners.
Through DNA it's been noted that Moses Payne is only a half brother to Billy.
