She is unlikely to have been the daughter of William C Payne and Sarah (Manas) Paine. Sarah "Manas" Payne was living in Georgia near Sarah and Betsy. We need to find the parents of this Sarah, unless she's simply "Louisa".
In the 1850 census Sarah Louisa (age about 49) was living in District 13, Jefferson, Tennessee, United States.[1]
