William Peel was born in Lancashire, England.

William was born in Nelson, Lancashire, England, in 1849. He was the son of John Peel, and Betty Stowell. He appears to be one of at least nine children. He was baptized on September 23, 1849 in Marsden, Lancashire, at St John the Evangelist. He was enumerated in the 1851, 1861, and 1871 census residing with his family in Lancashire. In 1871, he declared he was twenty one, widowed, and a "Painter".

(Tom had married Ellen Simpson on April 17, 1870, in Keighley, Yorkshire, West Riding, at St John. He was listed as a twenty two year old bachelor and "Painter" residing in Hainesworth. His father was named as John Peel "Wheelwright". Ellen was a twenty two year old spinster residing at Pease Close, Bingley. Her father was named as Isaac Simpson "Weaver". The couple would have one child, Tom, before Ellen's death later in 1870. Son Tom appeared in the 1871 census residing with William in the household of paternal grandparents John and Betty Peel. He does not appear in any other census with his father after William's remarriage in 1875).

William married Mary Emmott in 1875. The ceremony was performed on September 6th in Great Marsden, Lancashire, at St John the Evangelist. William was a twenty six year old widower and "Painter" residing at Peel Place, Great Marsden. His father was named as John Peel "Wheelwright". Mary was a twenty nine year old spinster residing at Barker House, Marsden. Her father was named as Robert Emmott "Farmer". The witnesses were Robert and Elizabeth Emmott. William and Mary would have seven children. (In the 1911 census Mary stated she had seven children but four had died). William and Mary appeared in the 1881 census residing at 2 Peel Place, Great and Little Marsden, with two children, Elizabeth, four, and Stowell, two. William's occupation "Painter and Plumber". The family was living at 18 William Street, Great and Little Marsden in 1891. Three children, ages fourteen to three at residence. His occupation "Plumber and Painter". The family was living at 27 Water Street, Nelson, in 1901. Three children at residence ages twenty four to thirteen. Occupation "Plumber and Painter". William, Mary, and daughters Elizabeth and Mary Ellen were living at the same residence in 1911. He stated he was sixty one, married thirty six years and was a "Plumber and Painter".

William passed away on January 1, 1918. His address at time of death was 32 Rossett Road, Crosby. His Probate was administered on February 23, 1918, in London naming son Stowell Peel "Drawer-in". He was sixty eight.
