Joseph Emile Pelletier was born on 16 Feb 1878 and was baptized the next day in Saint-Pascal parish in Kamouraska. He was the son of Majorique Pelletier and Véronique Levesque. Godparents at Emile's baptism were Antoine Pelletier and Arthemise Lévêque.
