Pennington-690 and Pennington-2101 appear to represent the same person because: Same name, exact same birth date. -2101 has very little information, but the GEDCOM details indicate a sibling named Vinson B Pennington - likely same as Vincent B Pennington in -690. Also -2101 GEDCOM data lists same parents marriage date and location as -690.
