He was the son of Tailor, John (Percival) and Ann (Rockliff), who married on the 24 March 1828 at the Parish Church of Saint Peter and Saint Paul, Luddesdown Road, in the Village of Luddesdown, near the Town of Gravesend, Gravesham District, in Kent, England[1].

Married in the said Church according to the Rites and Ceremonies of the Established Church after Banns, by me, Geo. M. Gibbs, Curate. This Marriage was solemnized between us, William Percival and Harriet Ann Weller in the Presence of us, Joseph Stanhope and Mary Weller[5].

With the arrival of the 1861 Census, William and Harriet Ann have had children. They live with Albert William, Rosa Harriet Ann, Laura Mary, William Christopher and Isabella Sarah at 6 John Street, Troy Town, in the City of Rochester, Kent, England. Their surname is misspelt as "Perceval"[8].
They are still at John Street, Troy Town, in Rochester, Kent with the 1871 Census. William and Harriet Ann live there with their children Rosa Harriet Ann, Laura Mary, William Christopher and Isabella Sarah[9].
