William was born in 1796.^[1] He was the son of Henry Percy and Lucy Swanne.

He was educated by Dr Dowdall and entered Trinity College Dublin on 7 December 1812, aged 16. B.A. 1819. ^[2]

Rector of Kiltoghert, Carrick on-Shannon.

He passed away in 1869.
