Pierre Clement Percy was born in 1825 in New Orleans, Louisiana. His parents were Antoine Flavien Percy and Adele Pena. Documents state that he was a plasterer. He also lived in Tampico, Tamaulipas, Mexico where his wives were born and some of his children.

Pierre and Magdalena Adelaide Poree had a family in Mexico. Their children were Peter, Joseph, Elvina, and Angelina Isabella.

Pierre Clement Percy's last wife was Louise Amelia Castaigne, and they raised their children in New Orleans. Their 8 children were Florantine, Felix, Aristide, Hortense, Octavia, Clementine, Augustin Irvin, and Florinda.

He died at the age of 60 on January 30 1886.
